Make Zetterburn dthrow slower.#909

For Comparison: Clairen’s throws got nerfed a while ago to have extra frames in 1.1.4 (2025-03-04 according to dragdown) through the patches she had uthrow, fthrow and bthrow nerfed specifically to lower the “mental stack” on dealing with her throws and for throws that are meant to DI “check” due to her lack of kill power without tippers I noticed Zetterburn’s one went under the radar. Compared to how you’re suppose to DI vs clairen and vs how you’re suppose to DI vs Zetterburns throws, his in comparison force you to hold in at times just to avoid dying and especially to avoid bad DI. In terms of how you’re to consistently DI most characters kit this is inconsistent when paired with the number of crossups the character can easily setup on shield. And from what I’ve watched so far, whether at top level or low level play this throw specifically has netted a lot of kills from dthrow ustrong way too consistently and I personally think it should be toned down so the characters mental load with dealing with DI mixups is in line with the rest of the cast.

I wanna mention that Zetter’s Dthrow is uniquely easy to misinput your DI for, even if you’re certain it’s coming. On a Gamecube controller, the only gate that lets you get perfect DI is the horizontal one. But the bounds for imperfect DI are so close to the cardinal that holding your controller slightly weird or wear-and-tear on the controller could cause you to be holding slightly higher than horizontal, ruining your DI. As the throw is pretty fast, maybe a little bit more leniency could be given around the cardinal here?
