Save network settings between lobbies#830

Can network settings please save between sets I don’t mind changing it once when I boot the game but having to adjust the jitterbuffer and max predicted frames to something that feels better to me every time I join a new lobby or new ranked/unranked set is such a waste of time I think I would enjoy queuing a lot more without having to go out of my way to change this so often.
