Let La Reina perform her N/D-Special Failure animations while Chair is in lockout#754

While limiting the amount of times Reina can summon chair offstage is fine and all, the fact that trying to use N/D-Special no longer plays their failure animations hurts gamefeel and can make it feel like your input has been eaten.
