add an 'empty' neutral special for Orcane when drop is on cooldown#748

Currently when your droplet is on cooldown and you press N special nothing happens, which can make it feel like your input was eaten. To fix this I think the devs should add an ‘empty’ version of N special for when his drop is on cooldown like la reina or galvan, would be better for him too, cuz he’d still be able to b-reverse with it.
