Kragg grounded kargo without rock being out#1226

Please allow Kragg to have grounded Kargo without rock being out. This would enable some different interactions at lower % and shield wars. They are possible right now but are locked behind rock being out to be able to access this move. It’s a very unexplored area because of this restriction.

Pressing Nuetral B with shield press (No rock out) would be a good start.
