Add Siffrin (In stars and time) to rivals of aether 3#1096

Siffrin has so many unique abilities that i feel like he could be a really interesting and unique character for the game. For example, the combat of in stars and time uses rock paper scissors and i think that could allow him to use different kinds of attacks that are heavily unique (like scissors being for launching and rock being for damage etc) He also has time magic that could allow him tk slow his opponents (by maybe getting a parry or something idk) that would get him some cool combos kinda similar to the time clock in smash bros (or whatever its called). In his lore hes also stuck in a time loop for most of his game so he could use looping to maybe do a move again in the same spot by looping back in time to before he used the move i think he could be a cool addition with his own unique gimmics that people could find alot of tech for and make him very complex and fun!
