Allow setting lower than 2f delay in private lobbies#1080

The network settings only allow setting 2 delay frames as the minimum. When I’m playing in a lobby with players in my local scene, we often have <5ms ping and the connection hud mostly sits at 0 rollback frames. As I understand, a consistent <16ms ping should perform great on 1 delay frame. I’d even be down to try 0 delay on such low ping times.

This shouldn’t be available for matchmaking/ranked as this would heavily favor people physically closer to the servers, but for friendlies/private lobbies it would be a really nice option to have.
