Maypul's hold bufferrable Tether causes issues#1050

If Tether is hold bufferrable out of hitstun, why can specials be hold bufferred too if the mark disappears? This doesn’t make any sense and works against the intent to make Tether more user-friendly

There’s more bugs like that, not always tied to hold buffer out of hitstun
